Overview
Decisions and circulars are how the authority applies the law to concrete situations. Chairman decisions carry general effect — for example setting a threshold, approving a form, or designating a customs area. Operational circulars instruct officers on procedure and are published so traders can see the treatment they should expect.
Binding advance rulings are issued to a named applicant on a specific product or question, and are published in anonymised form. A ruling binds customs for its validity period while the facts and the law are unchanged, and gives the trade a reliable precedent for similar goods.
Where a decision changes established treatment, it states its effective date. Treatment already applied under an earlier published position is not reopened retroactively except where the law requires it.
