Circular: evidence of preferential origin
Declarants must attach the original preferential origin certificate at lodgement; scanned copies are accepted only for pre-arrival processing.

With immediate effect, declarants claiming preferential tariff treatment must attach the original certificate of origin at lodgement.
Scanned copies remain acceptable for pre-arrival processing, but release is conditional on presentation of the original document at the office of clearance.
Officers will record the certificate reference against the declaration, and post-clearance audit will verify retained originals.
